Ukraine’s insurance market is becoming an acquisition opportunity

National Bank Governor Andriy Pyshny described Ukraine’s insurance sector as “hot” but still relatively cheap, saying investor interest is already translating into transactions. The market has undergone substantial regulatory reform, including tougher requirements for solvency, transparency and corporate governance and increasing alignment with European standards. According to Pyshny, British financial and insurance companies are expected to visit Ukraine in the coming months. This deserves attention because insurance is an essential part of reconstruction finance. Ukraine needs substantially more underwriting capacity for property, construction, transport and war-related risks — while low current valuations may make established Ukrainian insurers attractive acquisition targets.
